Stipend delay worrying

Reports that the payment of Sh2,000 monthly stipend to senior citizens has been delayed again are worrying. The reason being given now is that some of those already listed don’t have bank accounts for transfer of the cash.The Social Protection Department owes the elderly Kenyans a concise answer for the fresh delay.What is perplexing is that when the senior citizens were being registered last year, their personal details were not only taken but they were promised that they would receive the payments without delay.

The cash transfer that comes with a free medical cover through the National Hospital Insurance Fund was scheduled to start in March. Registration of beneficiaries was then extended from April 26 to May 4 due to the ongoing rains.According to the department, about 130,000 of the 566,000 listed beneficiaries cannot receive the payments due to lack of bank accounts.Beneficiaries are supposed to register their biometrics with the financial institutions for use in withdrawal and to curb fraud. We aver that instead of delaying the payments for all the recipients, the department  should immediately start paying those who have fulfilled the conditions even as it waits for the others to comply fully.
